Keith Parker, Managing Director
Keith is a seasoned proposal manager and certified Project Management Professional (PMP) with more than nine years of dedicated experience in all aspects of proposal preparation and solution design.
Since 2005, Keith has focused on helping small and medium-sized enterprises win government business, and in 2006 he founded The Proposal Centre. He has developed innovative processes and adaptations to proposal writing best practices that have enabled small and medium-sized firms to bid successfully against larger, more established companies for contracts, standing offers, supply arrangements, and vendor of record contract vehicles. Keith’s hands-on approach has made him a trusted advisor to his clients and helps ensure that The Proposal Centre’s win rate and high standards for quality are maintained.
Prior to founding The Proposal Centre, Keith worked as a proposal manager, federal sector, for IBM Canada Ltd., where he managed the development of responses to large and complex Requests for Proposal (RFPs) across all lines of business. He also led initiatives to improve IBM’s efficiency in developing proposals by investigating and implementing best practices, developing tools to facilitate the use of boilerplate and past proposal write-ups, and creating standard project management aids for managing complex proposal development efforts.
As an expert in responding to Canadian public sector bids, Keith is sought after as a speaker for events hosted by industry associations, professional associations, and organizations that support and promote entrepreneurship.
Keith is a proven leader in the community and is currently a Member and Vice Chair of the Board of Directors for the Ottawa Chamber of Commerce. He has also served as President of the Riverside South Community Association, and Chair of the City of Ottawa Roads and Cycling Advisory Committee. In 2009, he was recognized as one of Ottawa’s “Forty under 40” business leaders by the Ottawa Business Journal.
